usage:
create an arcpds_lang.ini, placed in the same folder as arcdps.ini, utf16 bom encoding.
single appname, [lang].
format keys like ###=new text, where ### is the id from enum.
the '^' character will get converted into newlines.
a lot of formatting uses hardcoded widths, eg. profession strings.
text in ini will be treated as utf8.
