usage:
create an arcpds_lang.ini, placed in the same folder as arcdps.ini, utf16 bom encoding.
single appname, [lang].
url key url=https://example.com/lang.ini is used for the "check for translation updates" option.
arcdps keys eg. ###=new text, where ### is the id from enum.
skill keys are prefixed with sk eg. sk###=new skill name to override skill localization.
the '^' character will get converted into newlines.
a lot of formatting uses hardcoded widths, eg. profession strings.
